EPA to Propose Carbon Dioxide as a Danger to Public Health

The U.S. Environmental Protection Agency is moving forward with a proposed rule to classify carbon dioxide as a danger to public welfare. This proposal is most likely a precursor to regulatory action on CO2 whether or not federal climate change legislation becomes law.
