As Cap and Trade Stuggles, What About HFCs?

Carbon cap-and-trade legislation continues to face very high (and bi-partisan) political hurdles which makes the likelihood of passage of comprehensive climage change legislation seem bleak in 2009. So what does this mean for HFCs whose fate has long been assumed to be tied to a larger carbon bill? Perhaps nothing may be the answer as some in the industry have raised the notion of proceeding with compromise HFC phasedown/cap-and-auction/cap-and-reduction language in a separate bill as a means of securing the best possible terms for such a policy. All the while, discussions abound about an international agreement on HFC reductionsso the only certainty seems to be that the current transition away from HCFCs is sure to not be our last.
