So is Protectionism the Goal or Mitigating Climate Change?

A group of 10 Senate Democrats are arguing that tariffs on goods imported from countries that have not implemented carbon emission reduction policies must be a key part of comprehensive US climate change legislation. I wonder what the President's foreign approval ratings would look like if anything like this gets enacted? The controversial "buy American" clause in the stimulus bill was certainly an excellent first step towards an all out trade war.
