CBO: Waxman Bill will Cost Households $175/yr in 2020

According to the Congressional Budget Office, the Waxman-Markey climate change bill, HR 2454 will cost American households an average of $175/yr ranging from a gain of $40/yr at the lowest income levels to about $350/yr for the wealthiest households. Really not sure how they got to this number, but can't help thinking that it's extremely optimistic.
