This Bloomberg article provides a nice outline of the emission cap-and-trade system in the Waxman bill that passed on Friday. Looks like distributors should start banking gas money for their fleets.
I'm still amazed such analyses and summaries continue to fail to mention the impact the building energy codes provision could have on the building/renovation markets.
