US EPA Declares Carbon Dioxide a Pollutant

US EPA Adminstrator, Lisa Jackson, gave this speech today declaring the EPA's finding of carbon dioxide as a pollutant. This finding increases the EPA's authority under the Clean Air Act and opens the door to new regulations on emission sources of greenhouse gases.
