The San Francisco Solution to Healthcare

This NYT Op Ed argues that San Francisco has found a solution to the city's 60,000 inhabitants without health insurance though a blended public/private option. According to the article, in about 18 mos since enactment the San Francisco plan has not cost jobs, has insured 45,000 previously without insurance, and has been financed largely by businesses being able to pass on about 4% price increases or "surcharges" to customers.
